Hearing: Annex AMA into village?

SARANAC LAKE - A public hearing has been scheduled on the proposed annexation of the American Management Association campus into the village.

At its Thursday night meeting, the village Board of Trustees approved a resolution calling for a joint public hearing to be hosted by the village and the town of St. Armand on the annexation of AMA's 65 acres. The hearing will be held at 6:30 p.m. on Jan. 23 in the Harrietstown Town Hall auditorium.

Scheduling the joint hearing is the first step in a complicated and formal process of public notices, hearings and deadlines that began earlier this month when AMA submitted its petition to be annexed to both the town and village boards.

During the hearing, people will be able to make comments or submit documents on the proposed annexation. A court reporter will be on hand to record the testimony.

Following the hearing, each board has 90 days to determine, by a simple majority vote, whether the petition complies with the law and whether annexation is in the overall public interest. That means a decision would come by sometime in late April or early May, at the latest.

AMA, which provides management training courses and seminars, has 140 workers and is one of the area's largest employers. AMA officials have said they want annexation because they believe being in the village, and being able to use its planning and economic development services, will boost the prospects of developing unused buildings and vacant land on their property.

Village officials have been pushing for annexation for close to two years. They see it as a way to grow more jobs and increase the tax base in the village.

The St. Armand town board has yet to go on record either for or against annexation.
