Ski poles lean against a snow-covered picnic table Tuesday along the Whiteface Mountain Veterans Memorial Highway, a popular early winter cross-country skiing route. Skiing was largely limited to the road’s shoulder Tuesday as the state continues to plow and sand the highway.
