Former Tupper Lake man charged with incest and rape

TUPPER LAKE - A former local resident was jailed for allegedly having sex with an underaged relative in a vehicle this June.

Jewell Watkins Sr., 42, of Massena, was indicted earlier this month and arraigned Friday in Franklin County Court on charges of rape in the third degree, incest in the third degree and endangering the welfare of a child.

District Attorney Derek Champagne said Watkins was found in a parked vehicle at a rest area near the intersection of state routes 3 and 30 in the town of Harrietstown by law-enforcement officials who came upon the vehicle and investigated to see if the people in it needed assistance.

Champagne said they found Watkins with an underaged, female relative. He would not reveal the girl's age, other than to say she was less than 17.

Watkins used to live at 3 Broad St. in Tupper Lake, Champagne said.

Watkins pleaded not guilty to the charges in court Friday, and he was remanded to Franklin County Jail in lieu of $50,000 cash bail or $100,000 bond.
