Village board, snowmobile club work to find solutions to recent issues
By JESSICA COLLIER, Enterprise Staff WriterTUPPER LAKE - After weeks of tension building between snowmobilers and government and law enforcement officials, members of the Tupper Lake Snowmobile Club met with the village board Tuesday night to try to find solutions.
Board members and club members said they want to be able to work together, since snowmobiling can bring significant economic benefits to the community.
"We want people to look at Tupper Lake as a nice place to come snowmobiling," said Mayor Mickey Desmarais. "We know what, economically, the snowmobiling can do for the community."
---
Education
Club head Gary Beaudette said he wants to work with the village, school and possibly Franklin County to hold a snowmobile education session for high school students that would teach them about both safety issues and the rules of riding.
"Start with the kids," Beaudette said. "Maybe it will reflect on mom and dad, too."
He said a lot of riders don't realize it is a privilege, not a right, to be able to operate their sleds in the village, and that they are supposed to only use village streets to get from one trail to the next.
"This is different than a car," Beaudette said.
Beaudette said he sees many riders using unregistered sleds, which he says is a problem. He said snowmobilers should register and insure their sleds and join the snowmobile club, which gives them a discount on registration.
"If you're going to have your snowmobile, be responsible to have it," Beaudette said.
Police Chief Tom Fee said it has been a long time since there was a snowmobile education course in Tupper Lake for young people, and he would like his department to help get one going again.
---
Private property
At their last regular meeting, village board members discussed the many complaints they had been getting about snowmobilers riding through private property. Beaudette noted that in the town, several landowners have given snowmobilers permission to ride on their property. He said he hoped he could work with village officials to set up some trails going through private lands in the village.
Some property owners are concerned they would not be insured if snowmobilers hurt themselves on their property, but if they let the club groom trails there, they are covered by a $1 million insurance policy through the New York State Snowmobile Association, Beaudette said.
Trustee Marty Hughes said he doesn't believe the problem is being caused by members of the snowmobile club.
"It's the ones who have no respect for people's property whatsoever," Hughes said.
Club member Rick Reandeau said he believes there are less than 10 people who are causing the problems.
He said snowmobilers are starting to speak up more when they see riders doing things they shouldn't be. He said he saw one local business owner sit down three young riders recently and tell them they needed to ride responsibly or it was going to have an impact on all the local riders.
"There are people in the community that are trying to help with this problem," Reandeau said. "It's too bad that there are a few people that have caused this to grow out of proportion the way they have."
Enforcement
Reandeau, who was involved recently when local snowmobiler Eric Fortier accused a state Park police officer of throwing a flashlight at him, said people have been complaining about law enforcement in the area. He said that the Park police are the only section of law enforcement that he has heard any complaints about or witnessed any problems with.
The Tupper Lake Police Department, state police and state Department of Environmental Conservation Officers have all worked well with snowmobilers, Reandeau said.
He said Fortier's incident is being dealt with and he is confident nothing like that will happen again.

So what about motorcycles, you wanna ban them to? They go through town after 11pm, and I'm sure some speed too. Guess what? youy aren't the only one that lives in this town. The world doesn't evolve around selfish people. You need to move in the woods and live by yourself if you can't sociallize and be around others. maybe a bear will poop out front of your cabin, and you can ban them from the woods.

The village never meant for the streets to be used for general riding around. The streets are supposed to be used to get to trailheads, gas stations, and similar places, and at a low speed. I can understand peoples frustration when they hear sleds speeding up and down their street at all hours. That idiot that passed me going at least 50 on LeBoeuf St. the other night is a good example of the problem in Tupper. Then he picks up his buddy who does not have a helmet and heads back the other way. When they kill themselves, their families will try to find someone to sue, rather than accept the fact that it's the riders fault.

Tupper lets you drive your snowmobiles on the street, which is more than a lot of other communities would do. Try riding down Main St in SL or LP and let me know how that goes.

You wouldn't know logic if it was strewn about your yard with the rest of your trash. Please tell me what the Tupper Lake government has done that shows they don't want sledders in Town?

I like Adkatvrs "I think everyone should be allowed to enjoy what they want to do." So its not just me grizzlyadams. Read the other comments and stop just attacking and use logic. It still goes back to the point that those people with a new truck and new sleds will just drive right through Tupper just because the government doesnt want sledders in town.

Vendair - You have rights too? You mean the right to sled wherever you want? No, you don't have that right. You might have learned that if you hadn't dropped out in the eighth grade. Do you really think those people who you see driving through Tupper would want to spend their weekend sledding in the village? We can do without the money that you and your trashy brethren, who are the few sledders causing problems, spend. There isn't much left of your welfare and disability checks after beer and cable.

The Tupper government is trying to get rid of snowmobiles. You say its just 5% that snowmobile but thats still alot of people and we have rights too. When I see a nice truck going by with 2 nice sleds on the back worth all kinds of money and then see them drive right through Tupper its a shame. They should be staying in town and spending money but Tupper doesn't want them.

Why prohibit all sledders because of a few. Some idiots speed through are town, so we should prohibit cars too? just because you don't particapate in a sport does'nt give you a reason to abolish it. I'm not a golfer, but I don't 'bash" the golf course because I don't golf. I think everyone should be allowed to enjoy what they want to do, even if some idiots mess it up for others.

This has nothing to do with class warfare. It also has nothing to do with eco nuts. The only thing it has to do with are Vendair and his 9 friends who have no respect for people's property. I'm not sure how you could read this issue any other way.

Hooray for Gary Beaudette -- the first snowmobiler who has talked any sense on this issue, making it clear that it's the SNOWMOBILERS' responsiblity to restore their reputations, not village residents' responsibility to forgive their transgressions. My only concern is that the proposal is so focused on kids who have barely sledded yet. Sure, education about this stuff at that age is a good thing. But the real problem is the a****** ADULT sledders who cross private property and zoom their sleds down the streets at midnight at 90mph. A more effective -- and immediate -- solution would be to institute a local snowmobile registration law (like they have down in Old Forge etc.) But here, in order to register, make the sledders attend a one-hour "course" that reminds them (as if they should need it!) that they can't cross back yards, that the speed laws apply to them, and that zooming through a sleeping neighborhood is Disturbing the Peace and will be prosecuted.

All well and good to make nice, kissy kissy with the mayor who seems to have executed a perfect 180 on his outlaw snowmobiles from using village streets & education is a good idea as well. But let's ask some tough questions, for instance the new york state park police just didn't show up in tupper lake, per their own statement the park police respond to another agency's request for help. So what agency called in the park police? Was it the TLPD, the dec, encon, or state police? I'm sick in tired of being stopped every weekend for insurance registration checks, this does not happen in my car! Why should every snowmobiler be harassed every weekend, our sleds have registration stickers on them for a reason?
