Hornbeck APA nomination rocks the boat (update)

The nomination of canoe maker Peter Hornbeck to a seat on the state Adirondack Park Agency Board of Commissioners has been held up in the state Senate amid local-government concerns about him being an environmental group board member.
Both the Adirondack Associations of Towns and Villages and the Adirondack Park Local Government Review Board have written letters against Gov. David Paterson's nomination of Hornbeck, a former chairman of the Residents Committee to Protect the Adirondacks and current board member of Protect the Adirondacks! Hornbeck would replace Lake Placid hotelier Art Lussi, whose family owns the Lake Placid Crowne Plaza Club and Resort, in an in-Park seat on the APA board.
Horbbeck lives and has his business in Olmsteadville, in the town of Minerva in southwestern Essex County.
"Peter is a fine person, an excellent canoe builder and a family friend," Local Government Review Board Executive Director Fred Monroe wrote to Paterson. "However, I believe that his past positions as a member of the board of directors, and as chairman of the Residents Committee to Protect the Adirondacks (now merged with Protect the Adirondacks!) should raise concerns."
Hornbeck's nomination was scheduled to come before the Senate Environmental Conservation Committee on Tuesday, but state Sen. Betty Little, R-Queensbury, asked committee Chairman Sen. Antoine Thompson, D-Buffalo, to table the appointment because of concerns from local-government groups in the Park, according to Little's spokesman, Dan Mac Entee.
"Betty spoke with Senator Thompson, and he agreed that in light of those concerns they would hold the appointment for now," Mac Entee said. "The concerns we're hearing from local government is they don't think he would necessarily best represent the views of a lot of people living in the Park."
Little said she's talked to Hornbeck and called him "a very nice man." But she said she asked for his nomination to be put off because of comments her office received about the environmental groups he's been involved with.
Little also said she wants Lussi to continue serving on the APA board.
"He understands the economics of the Park, he has a balanced approach, and I'd like to see him stay," she said.
Lussi told the Enterprise this morning that he would like to remain on the board but had not been asked to do so by the governor. He said he received a letter from the governor's office in early January thanking him for his service and informing him that he wouldn't be asked to return for another term, which expired on June 30, 2009. Lussi can remain on the board until his replacement is confirmed.
"I don't know this, but maybe I'm getting vibes that I've been fairly outspoken on a couple of sensitive issues, and maybe that's what's leading the political climate to say, 'Maybe we need to make a change,'" said Lussi, who was appointed by Republican Gov. George Pataki in 2006.
Lussi has spoken out against regulations that would limit the size of new boathouses and has also advocated for more wind towers in the Park, specifically at the state's Gore and Whiteface Mountain ski areas. He also voted against making land and water in the Lows Lake area wilderness.
Because of those stances, and his support of businesses in the Park, Lussi has gained the support of AATV and the Local Government Review Board.
"During his tenure on the APA board Mr. Lussi has demonstrated his ability to be an independent voice on matters that affect the people of the Park with a vision for linking economy, community and conservation in lock-step with our shared constituency," AATV President Brian Towers wrote in a letter to Paterson.
If Hornbeck's nomination is approved, he would be the fourth current APA board member with connections to environmental groups in the Park. Agency Chairman Curt Stiles and commissioners Cecil Wray and Richard Booth have all been involved with the Adirondack Council in the past.
While the committee took no action on Hornbeck's nomination, Mac Entee said it did approve Gov. Paterson's appointment of former New York State Energy Research and Development Authority President William Valentino to the seat currently held by James Townsend, chairman of the APA's State Lands Committee. The nomination still needs to gain approval in the Finance Committee and the full Senate. Townsend's seat expired June 30, 2009.

While I don't know Mr Lussi, I do know Pete Hornbeck's reputation, and can not understand the objection. Being a cynic about politics these days, I wonder how much Lussi has donated to Little's campaigns, and if that has anything to do with her objections.

The APA, as it presently exists, is tyranical. Until I moved to the Adirondacks 15 years ago, I had no idea just how tyranical. The very concept of living under the rules and enforcement of a non- elected, non representative government is diametrically opposed to everything our "founding fathers" shed their lifeblood for. The APA is anti- farming, anti-environment, anti-little local people. It serves only the intrest of a select few, at the expense of the majority of local people and citizens of New York State. A far better, more just, and upright governing body would be elected by local people, with State appointed expert advisors. Water&air quality experts,fish & wildlife, etc

We are a diverse people, we Adirondackers.And we should not continue to beat each other up as we have have been for so long.We should try to come to the table and advocate the preservation of the landscape which will continue to define us one hundred years from now.At the same time we must insist that our right to live and work here until that time will also be preserved. The trouble comes in trying to balance those ends.Art, Peter.Both recognize that challenge and the internal conflict it engenders.Lussi has had his chance.Give Hornbeck his.What makes you think he will not espouse a true Adirondacker's vision for the future?His memberships and leadership in proPark groups these past thirty years demonstrate his love and hope for this place.Those of you who would use our wildness all up in a lifetime may have something to fear in him.If you care about your grandchildren and their children's place here at the turn of the next centry, give him and all Environmentalists a listen.

On the one hand you have the Lussi family who has invested a fortune in the creation of a second home owners mecca for the wealthy elite on the old Gleneagles Property in LP, on the other hand we've got an environmentalist who lives in a small Adk town building boats. While I find that the noises Mr. Lussi makes are consistant with concepts I support, like windpower on the mountain, I can't get beyond his history as a gentrifier and marketer of second homes to educated elite environmentalists. Won't his success as a second home seller and hotelier to wealthy elite enviros, be a hindrance to his stated goals? Mr. Lussi and his family have made a lot of money marketing to the paddling elite, so I'm having a hard time figuring out how they'll be different. If not for Mr. Lussi's success as an eco-marketer to elitists, people like vendor would still be able to ride their snowmachines everywhere. Ironic, dont'cha think?

I did not know the APA's mission was to represent just the residents. I was under the impression it was a state board. Maybe the Adirondacks should become it's own state -- problem solved.

Understand that the environmental groups, and their allies in Albany, regard people who live in the Park and make a living there as an invasive species. This philosophy is what has driven policy now for generations. It is hard to argue with religion. It boils down to power.

How can it be good that another special interest appointment from a minority viewpoint is holding a yet another seat on the commission? This is old, tired, thinking that is completely unresponsive to the needs of the communities today. This approach to appointment is out-of-date at the least and is representative of the continuing bias of a dominate minority view. This needs to change NOW!

The problem is not who is on the board, the problem is that the board does not represent the citizenry. The change that needs to be made is to make the board respond to the citizens, instead of acting as an oligarchy.

The enviro special interest groups are already over represented at the APA buy the three former board members of the adirondack council. Hornbeck coming from the residents committee would be a sure number four vote for the enviro groups and their disciples. Stacking the chips even more against the regular Joes of the State would be nothing less than dishonest. The APA has turned themselves into an enviro special interest group sponsored buy the Gov't. Time to abolish the APA.

Pete Hornbeck is a resident of the park. He is a former Social Studies teacher who changed careers to be a small business owner. He has worked very hard to remain in the park and has a good understanding on what it takes to make a living in the Park. I do not understand why Ms. Little feels he is not qualified to understand the economics of the park. He might not own a large hotel, but he is a good example of a success story and everyone should be proud of him. If this was an election, I would vote for him. Maybe if Pete owned a large hotel with a large estate on Lake Placid with a couple of boathouse, he would be more acceptable to Ms. Little. Canoes and a pond do not make a vacation villa.

What a great article ADE. Thank you Mr. Lussi for your stance opposing new regulations on boathouses as well as working to install wind power at the state ski areas. We need a few more commissioners like Mr. Lussi that will balance the APA board. Thank you Betty Little for working to keep Mr. Lussi on the board.

The fact is, Mr Hornbeck does represent the views of many residents of the Park. He's a successful Adirondack business owner and was long before the RCPA. Park preservation is a business interest as well as personal view to him. I don't believe the APA selects it's own Board, it doesn't even recommend nominations. It's funny how Freddie sees "looking out for the private citizen" only to includes those citizens with his view.

Absolutely incredibile, that Art Lussi hasn't been asked to serve another term. How can the environmental groups claim with a straight face that they aren't the ones pulling the strings at the APA and aren't in collusion with the APA. If Hornbeck is appointed their claims will be shown to be fraudulent. The claim that the APA is looking out for the private citizens of the "Park" is a farce. This agency needs to be abolished.
