Sparks fly over boat launch at Lake Placid village board meeting

LAKE PLACID - Tempers flared during Monday night's village Board of Trustees meeting when the president of the Lake Placid Shore Owner's Association accused the board of dragging its feet in protecting the lake from milfoil.

Mayor Craig Randall, Trustee Zay Curtis and other board members fired back that they're working on the issue and don't plan to make a hasty decision.

Mark Wilson has been at nearly every village board meeting over the last four months, pushing the board to take action after milfoil was found in Paradox Bay last summer. He's asked the board to hire a lake steward to inspect boats using the village boat launch or restrict the use of the launch to canoes and kayaks.

"We need some direction from you," Wilson said. "We need some leadership."

Monday's debate began after village Mayor Craig Randall announced plans to bring together several local watershed stewardship groups including the Lake Placid Shore Owners Association, the Mirror Lake Watershed Association and the AuSable River Association, to discuss the problem.

"It appears to me there's more to be gained through collaboration," Randall said. "That's not the only watershed we need to protect."

Randall said the meeting could spur development of a program that would involve training local residents to serve as lake stewards.

He also announced that the village has no plans to close its boat launch on Lake Placid.

"The launch site will remain open," Randall said. "It's pretty apparent to me that the community wishes the launch site to remain open."

Wilson said his group would be willing to take part in a meeting with other watershed groups but argued for faster action on a problem he said is specific to Lake Placid.

"I do not see the need to involve all these organizations to focus on one particular problem that affects Lake Placid," he said. "Why do you need to wait any longer?"

Wilson pushed the board to hold a public forum, which had been discussed at the last village board meeting. He said the Shore Owners Association is facing a January deadline to commit to hiring lake stewards from the Adirondack Watershed Stewardship Program at Paul Smith's College to staff the state boat launch on Lake Placid.

But Trustee Zay Curtis said that program is too expensive to be an option for the village. He said it would cost $53 an hour per steward.

"I'm not in favor of rushing into the Paul Smith's program to meet a deadline," Curtis said. "We could staff those launch sites for a lot less money than that."

Curtis also refuted Wilson's allegation that the village was dragging its feet.

"The board is working on the problem," he said. "It's just not working according to your timetable."

Bill Billerman of the Mirror Lake Watershed Association said his group would be willing to work with other organizations on watershed issues. But he encouraged the board to restrict the use of the village launch to car-top boats or staff it with lake stewards.

"I do think the imminent threat we have is the milfoil in Paradox Bay," Billerman said. "If you do keep it open, we really need control."

Peter Meister, owner and operator of Meister Marine Services, said no one knows how milfoil got into Lake Placid. Meister, who said he uses the village launch to access the lake, encouraged the board to keep it open.

"There are a lot of young families and fisherman who use that little ramp and don't want to go to the big (state) launch," he said.

Wilson then asked the village about its rules prohibiting commercial use of the boat launch, implying that Meister may be using it in violation of that policy. That prompted a sharp response from Meister.

"Would you like to meet me out in front of the town hall at the end of this meeting," he asked Wilson. "I don't like what you're driving at."

Although the sign at the boat launch says "no commercial vehicles or watercraft," village officials said last night that businesses can use the site to access the lake, provided they don't conduct business on the property.

"He's not running his business out of there," said village Attorney Janet Bliss.

"An individual who has business on the lake can launch his boat there," Randall added.

After nearly an hour of back and forth, the board moved on to the next agenda item. Randall said after the meeting he expects the board to meet with the watershed groups sometime in the next few weeks.

It appears the Board is doing what it was elected to do - represent all of the residents of Lake Placid which includes a few lake property owners and all of the rest of the residents. Common sense and thoughtful consideration are the mark of an effective Board. The Board's concern about the present stewardship cost is valid; spending of taxpayer dollars may be necessary but should not be excessive. A suitable solution that does not close the village launch while safeguarding the waters is the majority of LP residents are seeking.

I know milfoil is an "invasive species" and clogs shorelines,etc., but does it harm the water quality? One of their big reasons to close the launch is to protect the water source for Lake Placid. Is the water in any jeopardy or it that just a way they hope to drum up local support? Maybe milfoil actually filters the water and makes it cleaner?? Yes, I know it's annoying and it clogs waterways, makes boating difficult and drives out native plant life. I've never read anything about milfoil affecting water quality.

I know! Lets use state money to market the area to thousands of eco-lemmings so they can appreciate the Adirondacks to death, then use more tax dollars to clean up the mess caused by our successful marketing campaigns. If Mr. Wilson had his way, taxes would be so high the only people who could afford to live in the Adks would be his friends....oh, I see.

I think the global warming channel should create a new reality television program, called "Get the*****Outta the Adirondacks" where the park is closed to all, armed guards are placed around the blue line (you non-naitives may not know what that is) and everyone is escorted out. In a year the earth chould cool down the 0.1 degree F that is supposedly roasting us and all would be saved!

It's funny cause if they'd actually USED the lake they'd have noticed the milfoil much earlier. Wilson probably only caught wind of it while building a humidor on his boathouse or something.

As I said in my prior post, all these rich 2nd home owners from out of state want to do is close the boat launch, force the village to sell and restrict the lake even more for locals to access . Thats why this Wilson idiot is so upset, just like alittle kid throwing a fit. Good job Zay and Craig, thank you.

Just to correct a few misconceptions here: 1. Muskrats and waterfowl will not eat the milfoil. If they do eat the milfoil they will not be able to eat it fast enough anyway. 2. The Lake Stewards who are hired from Paul Smith's College do make $53/hour. More like $8-$10/hour. The program pays for stewards to assess traffic, educate and do research. I'm not sure where that figure came from, but it greatly exaggerates the cost of the program to taxpayers. Much of the cost is paid by the college and private donors. 3. Acid Rain is a natural phenomenon, which usually occurs after a volcanic blast has emitted tons of sulfur into the atmosphere. The Acid Rain we have comes from coal burning power plants in the midwest who spew sulfur into the atmosphere at an alarming rate. The decrease of acid rain in recent years has to do in part to voluntary measures by these companies to reduce emissions but largely to a lawsuit which was filed by several northeastern states.

By the way happy the so called damage from acid rain in high peaks the Adirondacks. Upon further study was found to a natural process. The Adirondacks are naturally acidic. Can't wait to watch you and grizzly blow a gasket on the truth.

milfoil is like the chicken pox....if you got it you got it, besides isn't this the way mother nature does it?to try to erraticate it is like spitting on a forest fire......the board probably realizes no matter how much of the taxpayers money they spend they can't stop it.........too many folks with money and second homes here find themselves bored so they invent a project, only it's the public who pay..why don't they try to eliminate litter and cigarette buts.they can start on route 86 and come to sl.....we won't mind.......

Oh sure, restrict it to kayaks and canoes. Cuz they don't carry milfoil? Why not restrict it to hand made wooden kayaks and canoes. Or hand made without power tools kayaks or canoes. Or kayaks and canoes that you only made yourself. Or just show a Democrat Party registration card. Let one of the ones that are complaining stand there and do the monitoring as a volunteer. $53 per hour to watch boats get launched. Wow, that's a great idea. I'll send my college kid over right away.

Mr. Wilson - how dare you attack Mr. Meister and suggest he not beable to make a living with an Unemployment Rate of 10.2%. From what I have read about you, your Primary Residence seems to be in the Catskills. I along with many other people who actually reside in this area, will Trust Our Elected Officials to Address this Issue in a Timely Manor. As a Taxpayer, I am appreciative our Local Elected Officials are Not quick to spend My Tax Dollar, and also believe in Less Govt. Regulations! From what I Hear, Muskrats eat the entire Milfoil plant, and waterfowl eat the seeds & leaves...perhaps importing a few more muskrats from Vt. would be a solution that wouldn't cost the taxpayers more tax dollars.
