Owens camp on impounding votes: "We've done this before"

I mentioned in a previous post that a state Supreme Court justice has granted a request by U.S. Rep. Bill Owens, D-Plattsburgh, to have votes impounded in the race for New York's 21st Congressional District.

I asked Owens' campaign manager, James Hannaway, why the request was made. He emailed this response:

"We've done this before, and it's a fairly standard thing to do. It just ensures that there's a standard treatment across counties for ballots after the polls close."
