Concerns about lack of an APA chairman

Brian Mann blogged yesterday that he's concerned about the fact that the APA is heading toward deliberations on the ACR without a chairman in place. This Friday's site visit (more on that later) will be commissioners' first real jump into learning about the project — up until now, APA staff have really been dealing with it, compiling the hearing record from which commissioners are supposed to make a decision — so the argument is that it would make things easier if the board remains the same throughout the ACR decision-making process, which is set at this point to last until January.
