remarks on value and merits of ACR

Quoting from APA act about interdependence between resource preservation and economic needs of Park's population.

Few areas within the Park lend themselves to large economic engines that will bring a lot of jobs to the area. Restrictions and terrain make large manufacturing not an option. The APA has promoted tourism as a good way to keep economies going.

Tupper has seen hard times and an exodus of residents. The proposed project brings to TL the type of tourism-based sustainable development that will not only be a financial stimulus, but will do so based on the need to be good environmental stewards. It's the land that makes people want to buy property here.

Not everyone will be totally satisfied with the whole project, but it appears that developers have done whatever possible to keep the project within regulations. Blocking the project any longer would be contradictory to previously stated goals of tourism-based sustainable development.
