Start of second session

We're going to go through the same spiel to start off the second hearing: An introduction from both APA spokesman Keith McKeever and Administrative Law Judge Daniel P. O'Connell, then a presentation on the history and updates to the project by LA Group engineer Kevin Franke and an overview of the fiscal and economic impacts of the project by LA Group planner Jim Martin.

I'm going to give a rough estimate that there are maybe 350 people here, but I'll get a closer-to-exact number later from the APA staff who were signing people in.
